Out of Cite

I just read an article in the Deseret News that had citations for the information in it.

One of them was Wikipedia.

High school students aren't allowed to cite Wikipedia. Why is the Deseret News? Do they think that citations give them more credibility? If so, do they know that having Wikipedia as a citation totally destroyes any research credibility?
